Preliminary software has actually been done and we have arbitrarily stated some projects. These projects have a fitness ratio as indicated by the bar graph on this summary chart. We anticipate that most of the fitness for the individual project will be below an acceptable management threshold for a realistic risk/reward ratio. If the management threshold, however, is "zero risk," then all projects are legitimate and should be pursued. If, however, some of the research and development projects want realistic and significant payoff, a threshold of risk or projected failure rate should be established. Projects below that should be either terminated, put up for re-evaluation, or reorganized or managed to fit a better criteria of indices of fitness than they have in the past. Legacy projects should be considered for termination or re-validation.
